eLegislation journey

Developed as the legislative core following eCommittee, eLegislation focuses on managing the full lifecycle of lawmaking within the Shura Council — from proposed bills and draft laws to enacted legislation and royal decrees. It is designed for Members, Secretariat Staff, Advisory, and Management, providing each group with tailored tools to support transparency, traceability, and accuracy throughout the legislative process.

  • For Members, eLegislation provides access to active and historical bills, proposals, and their progress through committees and sessions;

  • for Secretariat Staff, it supports drafting, version control, documentation, and inter-department coordination;

  • for Advisory, it facilitates legal and technical review, annotation, and tracking of amendments;

  • for Management, it provides oversight dashboards to monitor legislative flow, timelines, and performance indicators across the full lawmaking cycle.

Bill Legislation life-cycle

The legislative process is a collaborative cycle between the House of Representatives, the Shura Council, and the Executive Branch. Bills progress through detailed committee reviews, plenary deliberations, and joint coordination before being submitted to the Executive for ratification.

This dual-chamber structure ensures balanced scrutiny, alignment with national priorities, and the integrity of the legislative framework from proposal to promulgation.

Standard operation procedure

Legislation support services follow a structured standard operating procedure. Incoming bills are registered by the Secretariat, assigned to specialized committees for study, the committee’s report is then presented to the Council in plenary session for deliberation and voting, after which the approved resolution is finalized, documented, and transmitted through the proper constitutional channels.

eLegislation aims to digitize and manage the full legislative life cycle — from proposal intake to enactment — by consolidating legal drafting, committee review, session outcomes, and resolution tracking in one system, and:

  • ensure transparency and traceability of legislative actions,

  • maintain authoritative records and version control,

  • support inter-departmental coordination and executive reporting.
